@SteveD is absolutely correct. My renewal notice looked exactly the same. Then I got the letter and the headache. Do yourselves a favor, if you are in CA, just go register now and pay any fees due. My bet is DMV will never send a smog required notice. I just received the following email from CARB a few minutes ago. My bet is I will get this every month and 1 day it will tell me I will have to test.
