The alternator output is connected to the center post, the house battery is one end, and the chassis battery is the other end. That is a DUVAC system. The alternator has a "remote sense" terminal (that might be labeled "DUVAC") that has to be connected to the chassis battery to control the voltage. You can run an extra test wire from the remote sense/duvac terminal to the positive terminal of the chassis battery, or the starter terminal, or that diode terminal, or even the big B+ terminal on the alternator, and check the voltage again. OR, you could use the wire to check the voltage at the remote sense terminal while the alternator is running. Where are you reading 24V? if everything has been reasonably charged, and the engine is running, that diode isolator should have about 15v in the middle, and about 14v to both battery banks.
